Key objectives:

  • development of a strategy for Moscow’s relations with foreign partners within international cooperation and submission of relevant proposals to the Mayor of Moscow;
  • development of and participation in implementing a common policy in the area of foreign economic and international relations of Moscow, policy in the area of attracting foreign investment to Moscow’s economy and protection thereof;
  • cooperation of Moscow with international (including regional) organizations, including participation of Moscow in their activities as a member thereof, as well as coordination of participation of Moscow’s executive authorities in international organizations;
  • coordination of international cooperation of Moscow’s executive authorities with foreign partners for Moscow to be able to implement a common policy in the area of foreign economic and international links, to exercise its international rights and perform its international obligations;
  • coordination of activities by executive authorities in attracting foreign investment to city programs and projects, working out measures to enhance the appeal of city programs for foreign investors and creating an investment project database.

Date of foundation. Founded in 1956 as a foreign relations office of Moscow City Executive Committee. In 2003, the office was reorganized into the International Links Department. In 2007, in order to unite the coordinating functions across the entire range of international activities carried out by the Moscow Government, the International Links Department, Committee for Foreign Economic Activities and Monetary and Financial Office were joined to form the Department for Foreign Economic and International Links. It is operating in close cooperation with the Russian Ministry of Foreign Affairs.

Department’s Activities

Today, Moscow has links with more than 150 cities and regions and maintains economic cooperation with 198 countries. Cooperation has been developing fast with Berlin, Vienna, Athens, Prague, Geneva, Düsseldorf, Sofia, regions in Germany (Bavaria, Baden-Württemberg, Hessen, North Rhine-Westphalia, Brandenburg), Krakow and Genoa. In the Asian and Middle East regions, the focus has been on relations with Beijing, Hanoi, Jakarta, Tel-Aviv and Rabat, while in Latin America cooperation with Quito, Havana, La-Pas and Bogota has been emphasized. New partnerships have been established with Caracas, the capital of the Bolivarian Republic of Venezuela. Moscow has resumed cooperation with Bucharest.

In 2008, the Mayor of Moscow met with the presidents of Vietnam, Cyprus, Korea, Bulgaria, Czech Republic and the Sultan of Oman. Negotiations were held with the authorities of Athens, Berlin, Vienna, Krakow, Caracas, Leipzig, Bucharest, Genoa, Tel-Aviv, Jerusalem, Rabat, Jakarta, Brandenburg, Bavaria, Flanders and the State of Western Australia. In February, 2009, Moscow Mayor Yu. Luzhkov met with the President of the Republic of Bulgaria Georgi Parvanov.

The Days of Moscow were held in Prague, Krakow, Sofia and Trans-Dniester and the Days of Moscow’s Economy were held in Vienna, Bavaria, Düsseldorf and Hessen. Moscow’s presentation in Geneva was a success. In turn, Moscow hosted the Days of Economy of Vienna, Bavaria, Hessen and Düsseldorf. In January, 2009, Moscow-Cyprus Investment Forum "Moscow — the Investment Pathway to Russia" was organized by the Cyprus-Russia Business Association and the Cyprus-Russia Friendship Association in Nicosia

For 9 months of 2008, Moscow’s external turnover versus the corresponding period of 2007 grew 1.6 times to exceed $223 billion, which is about 39 percent of the national external turnover.

The Russian capital accounts for 37 percent ($135.5 billion) of the total Russian imports and for 42.5 percent over 9 months of 2008. The share of Moscow in the overall amount of foreign investment attracted in 2008 is expected to reach 40 to 45 percent. 120 countries have invested in Moscow’s projects. The most active investing countries — Cyprus, the UK, Luxembourg, France and Germany — accounted for more than 80 percent of the total amount of attracted foreign capital.

Foreign investors may take advantage of the Moscow Investment Gate specialized portal of international investment cooperation, Foreign Trade Information portal and Moscow Agency for Export and Investment Support (MAPEI).

Moscow is the world’s only city which has entered into a direct cooperation agreement with UNESCO. It is an active participant to a number of international structures, such as the Congress of Local and Regional Authorities of the Council of Europe (CLRAE), World Organization of United Cities and Local Governments (UCLG), International Assembly of Capitals and Large Cities (IAC) etc. The capital leadership has been a permanent participant to the International Conference of City Mayors and to the European Four (mayors of Moscow, Berlin, London and Paris) initiated by the Moscow Government in 2004. Since it joined the Organization of World Heritage Cities in 2008, Moscow has participated in the events arranged by the Organization of United Cities and Local Governments. In 2009, Moscow will host a meeting of the Administrative Council of the Metropolis Association of the World Largest Cities.

In its efforts to support countrymen, the Moscow Government has focused on further consolidation of the Russian expat community. Playing an essential role here are traditionally the Moscow House of Countrymen and the International Council of Russian Countrymen (MSRS), a leading organization in consolidation of the Russian community. In 2008, RUR251.1million was allocated for the purposes and the 2009 — 2011 medium-term integrated target program was approved for public policies concerning the expat community. In 2009, a law of Moscow on Support to be provided by the Moscow Government to Countrymen Abroad will be adopted.

The Russian capital’s tangible contribution to implementing countrymen support programs, promoting interaction with and consolidating the Russian expat community was underscored by the Countrymen and Russian Regions international conference (May, 2008). As he spoke to the World Countrymen Conference in October 2008, Russian Foreign Minister S.V.Lavrov appreciated the efforts by the Moscow Government and MSRS in intensifying support for countrymen in the areas of culture, education and sports.
