Economic Policy and Development Complex

The complex of Economic Policy and Development of the city of Moscow develops and realizes forecasts and programs of development of the city economy and provides interaction of all public authorities of Moscow in this direction. One of the major directions of the activity of the Complex is the investment policy of the city, in particular, attraction of investments into capital economy. Thus investments can be both Russian, and foreign, there is also actively used attraction of means into the share market. Investment projects can concern any spheres, including real estate and land resources. The complex also develops tax, price and tariff policy, organizes attraction of means to cover budgeted deficit, forms the program of budgetary loans. It places the city state order, organizes and holds competitions and auctions under the state order.

Department co-ordinates activity of executive authorities on inventory of the state ownership, the lands on the city territory, its differentiation to the federal property, the city property of Moscow and the municipal property. It regulates property-land relations, provides account, registration, estimation and use of city property, including the lands areas and other objects of the real estate. Questions of privatization of the city property for which the special program is developed are also regulated. Besides, it is responsible for the realization of the policy directed on protection of property interests of the city in procedures of bankruptcy, repayment and prevention of occurrence of new debts by all kinds of payments in the budget of Moscow and other obligations to the city.
