Property and Land Relations Complex

The basic directions of activity of the Complex are:

• activity coordination in sphere of property-land relations;
• account, registration, estimation and use of the city property, including the land areas and other objects of the real estate;
• interaction with subjects of the market infrastructure (commercial banks, stock exchanges, insurance societies and others) on the questions which are under supervision of the property-land complex of the city of Moscow;
• activity coordination on inventory of the state and municipal property on the city territory, its differentiation to federal, state and municipal kinds;
• working out and realization of the program of privatization of the objects which are in the property of the of Moscow;
• working out of projects of laws and other standard legal certificates regarding privatization, managements of property, activity of managing subjects, development of market relations;
• creation, reorganization and liquidation of the unitary enterprises, control over target use and safety of their property, appointment of heads of the unitary enterprises;
• participation in formation of the city budget, provision of expenses of the budget with financial resources, carrying out of the uniform financial policy in sphere of realization of privatization;
• working out of organizational-legal measures on land tenure regulation, creation and conducting of the city State ground cadastre on the city territory of Moscow;
• the organization of management of actions and shares of the city of Moscow in joint-stock companies.

Regarding formation tasks on mobilization of property incomes (rent for uninhabited premises and means from sale of the rights of rent of uninhabited premises) and ground payments (rent for the land, incomes of land selling, means from sale of the rights of rent of the land) are carried out by divisions of the Complex on the basis of balances of the state and municipal property of Moscow and ground balances taking into account initial conditions for formation of the forecast of incomes for the next year, prepared by the Department of Economic Policy and Development of Moscow.

In the terms established by the legal certificate of the city administration about the organization of work on drawing up of the forecast of social and economic development and the project of the city budget of Moscow for forthcoming fiscal year, the Complex on property-land relations of the Government of Moscow directs to the Department of Economic Policy and Development of Moscow and Department of the finance of Moscow predicted and co-ordinated with prefectures of administrative districts indicators of receipts from the property-land incomes in the city budget of Moscow for the established period within the administrative districts and areas.

After the statement of the Law of the city of Moscow for the corresponding fiscal year the Complex on property-land relations informs the Department of the Finance of Moscow, prefectures of administrative districts about quarterly distribution of receipts from the property-land incomes within the areas of Moscow for their inclusion into the corresponding project of the governmental order of Moscow.
