Branch and functional executive authorities

Branch and functional executive authorities

Departments — are branch and functional bodies of Moscow executive power, founded for implementation of public policy and performance of management in a field considered authoritative.

Committees — are branch bodies of Moscow executive power, which perform branch and inter-branch regulation of questions related to their competence.

Departments and committees of Moscow, alongside with main administrations, administrations and inspections, are the branch and functional authorities of executive power of special and general competence and are provided with a range of powers for implementation of executive power politics (in public administration) within definite economic branches.

All Moscow departments and committees act on the basis of a corresponding regulation approved by Moscow Government which as a rule indicates main targets and functions of executive authority, its rights and obligations, assigns the basis of internal structure of the body and chief’s status. Chiefs of the mentioned authorities (as well as their deputies) are also assigned to position and released from the position by Moscow government decrees. The structure of executive authority depends on the tasks set before municipal Government, which change as the time goes by. Branch bodies deal with one or several fields of municipal government’s activity (for example, Board of Health, Education, etc.), and activity of functional bodies (for example, Board of Finance) spread to all fields of municipal government (or their most part).

Vertical (line) jural relations are typical for branch management, in other words, relations of direct authority, formed between authorities and objects controlled by them.

Among branch authorities` objects are organizations, enterprises, organization departments of the field (economic, cultural, medical, etc.), included into corresponding sector of municipal government

Municipal government sector — is an integrated aggregate of interconnected and interacting branch and functional bodies of executive power, realizing their executive-regulatory functions within a certain scope (field) of life activities of megapolis`s (area`s) population on the basis of control performance and coordination of executive authorities`, enterprises` and organizations` activities.

Municipal sectors` establishment is defined by certain factors, the main of which are: population size; industrial, scientific and social constituents; the role of the city in the system of world economic, national, regional socioeconomic relations.

At present time the structure of Moscow management includes five sectors:

  1. The Moscow City municipal economy Complex
  2. The Moscow City town-planning policy and construction Complex
  3. The Moscow City economic policy and development Complex
  4. The Moscow City social sector Complex
  5. The Moscow City property and land relations Complex

Also there are nearly 26 functional and branch authorities of executive power, not forming a part of municipal government sectors. Unlike branch (line) management, which represents a whole of vertical legal relationship, at functional (inter-branch) management horizontal relations take part, i.e. relations of entities, which are not submitted to each other structurally.

Division of Moscow executive authorities into branch and functional ones has an important practical value: it predetermines field of their competence and nature of activities, facilitates clear split of powers and solution of line management problems.
