Telecommunications and Mass Media Committee

The Moscow City Telecommunications and Mass Media Committee (hereinafter—the “Committee”) was founded in 1992 as a structure authorized to carry out the state sectorial regulation of the issues referred to its competence in the field of telecommunications and mass media, film production, printing trade, book trade, distribution of periodical press and electronic carriers of information.

The Committee is a sectorial body of the executive authority of Moscow City subordinate to the Moscow Government.

The primary tasks of the Committee:

• forming and implementation of the policy in respect of mass media for the purpose of providing the Muscovites with the information about the activities of the Mayor and the Moscow Government, and arrangement of the process and results of implementation of the most important social-economic programs, as well as assistance in the formation of a positive image of Moscow as the capital of Russia.
• forming and implementation of a single policy in the field of mass media activities, telecommunication systems of Moscow City.
• promotion of interaction with the editorial bodies of mass media, provision of favorable conditions for their development on the territory of Moscow City. Development and holding events aimed at the state support of activities of the editorial bodies of the city’s mass media, printing enterprises, book trading and distribution of periodical press. Arrangement of the management of the state unitary enterprises owned by the city and subordinate to the Committee.
• public opinion research in respect of the activities of the Mayor of Moscow and the Moscow Government, executive authorities of the city and provision of the relevant information to them.
• forming and implementation of a single policy in the field of replication and distribution of video and audio products, computer information carriers, laser compact disks, the use of intellectual property to standardize the distribution of the aforesaid information carriers, prevention of copyright violations in this sphere.
• forming and implementation of the policy in the field of film production, ensuring the consideration of film projects, implementation of the city target program of shooting domestic films.
• arrangement and implementation of printing and informational programs of the Moscow Government.

The Committee is an authorized body responsible for acceptance of documents and issue of permits for retail sales of printing production (in the “one window” mode).
