State Inspectorate of Real Estate Utilization Supervision

The Moscow City State Inspectorate of Real Estate Utilization Supervision (State Real Estate Inspectorate) was founded according to the Decree of the Moscow Government of June 20, 2006 No. 415-PP, as a structure authorized to carry out the state control over the compliance with the established procedure for accounting and use of the non-residential fund owned by Moscow City, including those located outside its territory; compliance with the requirements to the use and protection of land as established by the legislative enactments of Moscow City; operation of the bodies of executive authority, governmental entities, governmental unitary enterprises of Moscow City and city organizations in the sphere of preparation, validation and issue of documents to the applicants on the territory of Moscow City, including that effected in the “one window” mode.

The State Real Estate Inspectorate is one of the branches of Moscow City executive authority.

Pursuant to the regulation approved by the Decree of the Moscow Government of August 22, 2006 No. 602-PP, the State Real Estate Inspectorate pursues the following primary tasks:

  • forming and implementation of the city policy aimed at the enhancement of efficiency of the use of non-residential fund facilities and land, improvement of work of the executive authority bodies in Moscow City and city organizations carried out in the “one window” mode, as well as the work related to the preparation, validation and issue of documents to the applicants on the territory of Moscow City;
  • ensuring the compliance by the legal entities, individual entrepreneurs which do not form a legal entity, public officials and the citizens specified by the legislative and other legal enactments of Moscow City with the requirements to accounting and use of non-residential fund facilities; the use and protection of land;
  • ensuring the compliance by the executive authority bodies of Moscow City and city organizations with the requirements of legal enactments of Moscow City which stipulate the procedure and rules of work carried out in the “one window” mode, as well as with the requirements pertaining to the preparation, validation and issue of documents to the applicants on the territory of Moscow City;

The State Real Estate Inspectorate consists of directorates, departments and sectors, including those in all administrative districts of Moscow City.
