Moscow Government

In accordance with the Moscow City Statute (Fundamental Law of the Moscow City) the Moscow City Government is the supreme executive body of the Moscow City.

The Moscow City Government includes the Moscow City Mayor, Deputy Moscow City Mayors in the Moscow City Government (including the First ones), the Head of the Office of the Moscow city Mayor and the Moscow City Government in the rank of the First Deputy Moscow City Mayor in the Moscow City Government, Ministers of the Moscow City Government and Prefects of administrative communities in the rank of Ministers of the Moscow City Government.

The Moscow City Government is authorized to:

  • ensure Constitutional Rights and Freedoms of Man and Citizen;
  • provide complex regulation of social and economic sector as well as housing and communal services sector;
  • ensure integrity of the municipal economy and development of the Moscow City;
  • work out and approve city target programs and provide for their implementation;
  • make and place the municipal order;
  • ensure investment policy and perform city investor functions;
  • establish organizations, appoint their chief executives and dismiss them from office;
  • carry out lawmaking activities in compliance with the Moscow City laws and other legal acts;
  • submit enquiries to the Constitutional Court of the Russian Federation in compliance with the Constitution of the Russian Federation, if necessary, including disputes on jurisdiction.

The Moscow City Government supports development of local government, cooperating with local authorities under the procedure stipulated by the legislation currently in force.

The sessions of the Moscow City Government are summoned by the Moscow City Mayor and in his absence by his interim. In accordance with the Moscow City Government Regulations the sessions are held every Tuesday at 10:00 a.m. In case of necessity the Moscow City Mayor may appoint another time for the Moscow City Government session. The Moscow City Mayor presides over the Moscow City Government session and in his absence, the session is chaired by his interim. The Moscow City Government session is considered competent to adopt resolutions if not less than fifty percent of Government members are present.

At the Moscow City Government sessions the resolutions are adopted by a majority vote cast by Government members. In case of tie vote, the Chairman has a casting vote. The Moscow City Government resolutions are adopted as Government decrees or written assignments (registered in the session minutes).
