City Duma

The Moscow City Duma constitutes an elected, continuing representational and legislative body of power of Moscow city.

In compliance with the Charter (Constitutional law) of Moscow city, the main direction of the Moscow City Duma activity is lawmaking. The Moscow City Duma authority also includes interpretation of municipal legislative acts, excluding the Charter of Moscow city, and the control of performance thereof on the territory of the megacity.

Consideration of municipal budget project, territorial state non-budgetary fond budget projects of Moscow city, approval for these budgets as well as control of performance thereof is the exclusive right of the Duma.

Moscow city laws shall determine regional and local taxes and dues, the order of exemption thereupon as well as specific sizes of rates and tax exemption on federal taxes in the limits of rules, granted by the federal legislation to the subjects of the Russian Federation.

The Moscow City Duma approves: the general layout of Moscow city development, programs of Moscow city social and economic advancement and agreements about change of Moscow city borders.

In order to execute the control functions, the Moscow City Duma is conferred with the right to impeach credibility to the mayor of Moscow and officials, in designation of which the Moscow City Duma has participated, in cases and order, prescribed by the federal legislation and the Statute of Moscow city.

The Duma shall give its endorsement for the assignment of the public prosecutor of Moscow city, the chief of the Juridical Department Administration at the Supreme Court of the Russian Federation in Moscow, the chairman of the Control and Accounts Chamber of Moscow and his deputies, auditors of the Control and Accounts Chamber, as well as designate justice operators of Moscow city in a manner, determined by the laws of Moscow city, and, upon recommendation of Moscow mayor, adjudicators of the Statutory Court.

The Moscow City Duma, being legislative body of the Russian Federation, offers a right of legislative initiative in the State Duma of the Federal Assembly of the Russian Federation, with the right to elect the representative thereof and coordinate the designation of the executive body representative of the state power of Moscow city at the Federation Council in a manner, determined by the federal law and legal instruments of Moscow city.
